Why I Am Running

My name is Jenny Brock, and it has been a great honor for me to serve you on the Johnson City Commission. Throughout my service, I have worked to strengthen our community and encourage civic engagement, especially among young people. I serve all Johnson Citians because I believe we are at our best when all voices are heard.

Although I had not planned to seek another term, many residents encouraged me to reconsider. In a time of growing division in our country and in our community, I believe Johnson City needs steady leadership committed to unity, service, community values and a commitment to lead as your neighbor, not as a politician.

About Jenny

Public Service & Leadership

Jenny Brock is a committed, dedicated, and experienced community leader who has served on the Johnson City Commission since 2013. Throughout her tenure, she has held the key leadership positions of Commissioner, Vice-Mayor (2016–2018 and 2025–2026), and Mayor (2019–2020). Before her election to the City Commission, she dedicated six years of service to the Johnson City Board of Education. Driven by the belief that education is a primary catalyst for economic growth, she remains a staunch advocate for excellence in local schools.

Professional & Academic Background

Bringing a diverse educational background to her public service, Jenny holds academic degrees in Physical Education, Health, and Exercise Physiology from both the University of Tennessee and East Tennessee State University. Additionally, she expanded her leadership capabilities by completing advanced studies in International Management at the University of Texas.

Economic Development & Community Investments

Jenny is deeply committed to selling the attributes of Johnson City to attract new businesses and working with local businesses and industries to expand their footprint here when needed.  We must do all we can to attract and retain  high-quality employers that will bring significant job opportunities to Johnson City.

She has been a leading voice in recognizing the outdoors, sports tournaments, and entertainment as vital business sectors for economic development. Furthermore, focus remains on cultivating a thriving, resilient local economy by positioning the city as an attractive hub for commercial growth and workforce development. She also champions municipal infrastructure investments that deliver outstanding athletic facilities and recreational programs for citizens.

Supporting the Johnson City Parks and Recreation Master Plan, she advocates leveraging the city's built environment to expand tourism. This includes  strategically developing the design and  modernization of swimming facilities in the city that will replace the legacy outdoor pool built here in the late 1950s. These new facilities will provide all ages of city residents a dynamic community recreation program while promoting a competitive pool designed to attract lucrative competitive swimming and diving events that attracts tourism events.

Youth Mentorship & Wellness Advocacy

Beyond her civic duties, Jenny dedicates her personal time to youth development, health, and fitness. She serves as a Level III Head Coach for the First Tee Program, mentoring young people and teaching character development through golf.

She also volunteers with the Special Olympics as a Golf Coach and Unified Playing Partner. She is strongly committed to youth fitness, and serves as a Board Member for the UP & AT ‘EM Foundation, which organizes the highly successful Thanksgiving Day Turkey Trot. The annual event, which is celebrating its 21st anniversary with over 6,000 anticipated participants, reinvests its proceeds directly back into local youth health and fitness initiatives.

Jenny loves Johnson City and is excited to continue to help keeping it a city of possibilities for all who want to call it home, visit or start a business here.

Preserving What Makes Johnson City Strong
Johnson City is a special place because of its strong schools, a vibrant downtown, excellent parks, faith communities, and neighbors who come together during times of need. These strengths have helped define our city and continue to provide a foundation for future success.

As a commissioner, I will work to honor our history and protect the values that have made Johnson City a great place to live, work, and raise a family.   I will stay focused on the fundamentals that are essential in building and maintaining a strong economy.

We must promote commercial growth that generates jobs for our citizens.  And the commission must exercise its fiduciary responsibilities to create and maintain a strong and stable financial position.

Meeting Today's Challenges
Like most cities in the nation, Johnson City must plan and fund how we deliver essential services to and on behalf of our citizens.  These services include, but not limited to how we address homelessness, housing shortages, infrastructure needs, wage disparities, and managing responsible growth. We must also carefully evaluate new industries and technologies while remaining prepared for unexpected events and crises.

Addressing these issues requires thoughtful planning, factual decision-making, and collaboration between citizens and local government.

I am committed to re-examine any city decision as new information may be discovered.  It doesn’t mean hopping on a political bandwagon because everyone else does, but it means to lead a process of careful examination where data is verified, and every stakeholder group is heard.

Building a Stronger Future Together
Throughout its history, Johnson City has overcome economic hardships, natural disasters, and public health crises because of the resilience and spirit of the community.  I believe we can continue that tradition by working together in a connected community.

My leadership will focus on:
  • Honoring our history by reconnecting with the values that built Johnson City.
  • Building our future through responsible growth and infrastructure improvements.
  • Bringing us together through meaningful citizen engagement, open communication and policies and procedures that designs the structure for effective citizen engagement.

I’m Jenny Brock, your neighbor.
I’m here for you.

ELECTED LEADERS HONORING THEIR OATH OF OFFICE

Elected leaders fulfill a profound moral obligation when they honor their oath of office, viewing public service not as a path to power, but as sacred stewardship. Standing guard over public trust, choosing right over expediency and prioritizing human dignity is the ultimate level of respect a public servant can achieve.
